It is commanded in Quran and exact words are in hadith. Following is the verse in which Allah order us to recite Auzu billahi before reciting the Quran.
So when you recite the Qur’ān, [first] seek refuge in Allah from Satan, the expelled [from His mercy].[16:98]
أَعـوذُ بِاللهِ مِنَ الشَّيْـطانِ الرَّجيـم
A`ūdhu billāhi minash-Shayṭānir-rajīm.
I seek refuge in Allah from Satan the outcast.
